Time to shade.
I have used two different methods: a cutout effect or a drop shadow.
Each time you will have to use one of them as indicated below. The method is a bit different for these effects.

The Cutout Effect: select the area with your magic wand
and Selections  > Float. Then go to Effect > Effects 3D > Cutout.

For the Drop shadow Effect, select with the magic wand,
go to Selections  > Invert and then effects > 3D Effects > Drop shadow.

But before: duplicate the layer "color" and name this new layer :"clown1"   :-D

how to animate

You choose to animate your clown so you will have to work on the hand, half of the jacket, the mouth and the hair.
Duplicate the layer "clown1", and name it "clown2".
close "clown1".
- On the layer "color" you select : hand + arm + mouth + hair + nose with your magic wand
- Go on the layer "clown2"   and Delete ,and Ctrl+D .
- erase the pixels that I have coloured in red,   and draw the new hand arm mouth hair and nose and fill.
- Shade these parts as you have done before. Change the eyes a bit too, if you want .

Save as .psp (only layer "clown1" and "clown2" are visible).
Open Animation Shop and find your file.
You only have to adjust the speed , right click on each frame and choose Frame Properties >   display Time and enter a time. For my example: 45 for the first frame and 90 for the second.
Save us  *.gif
